Status Of Forces Agreement Serbia

The BY National Partnership Programme was launched in 1993 to develop and intensify defence cooperation between the National Guard and the Soviet State. The program is implemented between the national guards of some U.S. states and partner countries through exchanges of experiences, study visits, training and joint exercises, and technical assistance for civilian and military structures. The scale of the programme and the composition of the National Guard, composed mainly of civilians, allow not only the development of military cooperation, but also the development of civil-military and civilian aspects. Coordination is provided by regional commandos of the U.S. armed forces and the office corresponding to the U.S. Embassy in the host country. The conclusion of the Kumanovo Agreement between the KFOR of the International Security Forces (NATO-led peacekeeping force) and the Serbian forces and the adoption of Resolution 1244 established a UN-led military and international security presence in Kosovo and NATO`s leading role in maintaining peace and security , and the military campaign against the FRY has come to an end. The main provisions of the agreement should enable the development of relations between Serbia and NATO following the ratification of the Agreement on the Status of the Armed Forces (SOFA), on the basis of which NATO can exercise free movement in Serbia and use the full military infrastructure. In the same year, Serbia and NATO signed an agreement on support and cooperation in the field of logistical support. Under this agreement, NATO members will have the same privileges and immunities as diplomats under the Vienna Convention. Before the Kumanovo agreement, there was a flood of negotiations not only between Yugoslavia and Serbia, but also between NATO and Russia.

Despite the initial agreement, for example on a timetable for the withdrawal of Serb forces in Kosovo, NATO`s allied force was still ongoing until the full withdrawal of Serb troops was completed. [2] Despite differences with the West, Serbia has simultaneously joined the Partnership for Peace programme and the Euro-Atlantic Partnership Council, which is a political framework for NATO`s cooperation with partner countries. Serbia has thus shown its readiness to assume responsibility for maintaining a stable and lasting peace in the region, to participate in UN-mandated peacekeeping operations and to ensure the interoperability of armed forces with the armed forces of NATO member states. The history of relations between Serbia and NATO could be disputed at the time of the conflict in the territory of the former Yugoslavia, until the signing of the military-technical agreement in the famous tent of the NATO military base near Kumanovo and the period of change in Serbia, initiated by the events of 5 October, followed by new foreign policy objectives of the country. These objectives included European and Euro-Atlantic integration and the country`s return to the international stage after a period of isolation. There are sources who cite Russia`s role in the immediate resolution of the agreement. There was a statement about a meeting between Russian Foreign Minister Igor Ivanov and the United States.
