This week was the last step in my request for the installation of a parking sign on my street.  The curb across the street from our house has basically been disintegrated away because of trucks driving over the sidewalk when cars park so close to the corner on the other side. 
Cars there leave no room for a big truck to make a turn and stay on the road.  So I thought a “No parking from here to corner sign” would be a reasonable solution to the problem.

I will admit in the beginning it was kind of confusing to even find out how to start the process or who to talk to since I had zero experience with this. 
I ran into a few dead ends when people would tell me this person or that person is who I need to talk to but when I did they turned out not to have anything to do with what I needed.

I eventually spoke to Peter Sellers of the Department of Public Works who was very nice and explained how the process for a request like mine works.
I emailed him a few pictures of the curb and when the trucks drove by so he could see what I was talking about.  He forwarded it to the Traffic and Roadway Safety Committee with a description of the issue and they told me when this request would be on their agenda.

I attended the Traffic and Roadway Safety Committee meeting when it was time and explained the situation to them.  I wasn’t sure if they’d roll their eyes at something like this and I’d have to push for it but the committee was very responsive and seemed genuinely concerned about what I was telling them.
It was approved by this committee and the next step was for it to be presented at the Board of Selectmen to get the full approval.
This past Tuesday I went to the Selectmen meeting to see what the verdict was and was happy they approved it.

I just thought I’d share this experience in case anyone was curious how things like this work.  I never knew or had a reason to know/care how a regular citizen can help make their neighborhood better or voice a concern.  It was a very educational and interesting experience for me.  I’m going to attend* some more meetings just to be more aware and informed about our town.  It’s interesting to hear other citizens and officials talk about what’s going. 

One citizen spoke at this meeting and passionately addressed that he was appalled and disgusted with the board – I didn’t know why, it seemed like it was from something that happened at the last meeting but I’m not sure, he was pretty vaugue.  The board knew what he was talking about though.  They listened, thanked him and then the guy left  I was curious what the problem was, maybe it’ll come up again and I’ll find out.

*Sometimes I try to watch meetings on TV but I’ll admit I end up changing the channel or falling asleep.  They didn’t seem as boring in person and it’s only a few minutes walk from our house so it shouldn’t be a big deal to get out and go there.

  1. Three cheers for you! Local government is great; regular people really can get things done. Can’t say that about state or national issues.

    It looks like the Framingham Selectmen post their meeting minutes online, so you might be able to find out what the ruckus was all about.

    They don’t have everything for 2006 online so if you’re very curious, exercise the Open Meeting Law a little and ask to review (or get copies) of meeting minutes.

    I don’t thing Framingham archives video of Selectmen’s meetings online. We do here. I don’t know how much camera work goes into recording your Selectmen’s meetings – close-ups make all the difference in program quality (or boredom potential).

  3. I believe, the issue the man who spoke “passionately” about had something to do with a PILOT committee meeting. The person who he was speaking about was Ginger Esty (the empty chair on the right that night). For those who don’t know what the PILOT committee is you can read all about it at http://www.laurielee.org.

    The short version is that the PILOT committee was created by Town Meeting to investigate the impact the social service agencies were having on the town. The social services have a fair amount of property in town and claim a non-profit status and get to take the property off the tax rolls. This of course means that me, you, and the other tax payers are footing that much more of the Town’s tax bill.

    The PILOT Committee studied a variety of areas since it was believed (and I believe proven to be true) that Framingham was becoming a “drop-off” point for a number of the region’s problem folks (i.e. drug users, drunks, etc.) The reason the issue is so passionate with many folks is that social services covers a wide range (mentally handicapped, physically handicapped, drug/alochol abuse, etc.) When someone gets upset with a recovering drug abuser home going in next store – they start screaming about the bad social services (SMOC tends to be the one which has most people ticked). However, someone who has a retarded child making use of social services hears this and goes ballistic since they take the comment as a shot against them.

    In the end, in my opinion it simply comes down to towns taking their fair share of the responsibilty. There are those that believe we live in an ideal society and that whatever problem that drops on Framingham’s doorstop should be dealt with and paid for without consideration by the town and its tax paying citizens. Then there are those that believe that each community should be equally responsible to dealing with the region’s problems – and believe that if Framingham doesn’t say NO more often -that our town and its tax paying residents will continued to be take advantage of by our neighbors.

  5. Michelle – I have enjoyed reading your blog and appreciate your take on various aspects of Framingham. However, as a resident of Learned Street, where I only have on-street parking, I really think that a disentegrated curbstone is nothing compared to the shortage of parking for all of the residents on this one-way street with minimal parking. I come home from work many nights to find no available parking spaces at all and end up walking alone in the dark to my apartment from whatever space is left, however far from my house. This is while we still have the one or two spaces on the end of your street, which really do make a difference to all of us who are limited to street parking only. I do not look forward to this winter, which I am sure you can imagine is bad enough for all of us street-parkers, now that we will be short these spaces.

  6. Hi Learned St. Resident,
    I’m sorry you feel that way but it’s not just that it looks ugly to have a disentegrated curb but it’s also a safety issue. Personally, I don’t think trucks should be driving on sidewalks. Also we’ve witnessed quite a few trucks that don’t realise they can’t make the corner with a car parked there and actually back up and then try rounding the corner again, some of the larger ambulances and firetrucks have done this too. Living right at the corner we have witnessed this many times.
    Large “big rig” trucks are always coming from the hospital (from making deliveries) at all hours just like ambulances. As you know Learned St. is the only exiting street for ambulances and any vehicle traffic leaving the hospital so if a truck has to back up and an ambulance is behind it trying to get somewhere that delays their arrival time.

    There is plently of parking on Myrtle street after the corner that is a 5 second (at most) walk from the parking spot (one car can safely park there, if a second car does park there, they have their rear bumper sticking out past the curb) at the corner, just across the driveways, right infront of that doctor’s office. There are only 2 other cars that regularly park on Myrtle steet so while parking may be scarce on Learned it is not on Myrtle at all.
    I’m sorry it will add a few more seconds to your walk but I’m just trying to make the neighborhood safer.

    Belive me I undertsand how you feel though. Almost every apartment I’ve ever had was with street parking, I worked two jobs and would come home at night to see I’d have to park a block (sometimes two) away from my apartment because everyone took all the close spots. But I don’t feel that Myrtle St. being minus one spot will leave anyone without a place to park.  Some nights no one even parks there at all.

    *Although it hasn’t been enforced I was also told by the DPW that cars are not supposed to park within 20 feet of a corner anyway even without a posted sign.

  7. That thing has a radius that’s too tight to have cars parked there. The town officials agreed to Michelle’s request. Now, the shortage of parking space that it will now create is another problem that may have to be taken to the town officials.

  8. I haven’t done a careful study of the parking situation in this neighborhood so I could be wrong, but it doesn’t seem like it’s very often that parking is scarce on Learned St. I don’t think Michelle would have gone about this this way if a parking shortage was apparent.

    I have noticed that there can be a problem when there’s a function at Marian High. Maybe the “Resident Only” signs that were removed from Learned this past summer need to be put back. With this shortage of a parking spot, a stronger case could probably be made to get those signs put up again. I know it’s not a “complete” solution, but it might help.

  9. I lived on that street (Learned) from 1978 – 1999 in the yellow house across from yours – since it looks like you lived in that white house by the angle that you took the picture of the messed up curb. By the way, it was the best entry level bike ramp a 7 y/o could ask for.

    Aside from that, thanks for all the pictures that take me right back to growing up in the Ham. Being in AZ now it’s nice to see all those unique albeit decrepit places that have been stripped down only to be built back up again by clean yet characterless corporate conglomerates found in every city across the country. I guess I can broaden my frame of reference and hold our current landscape in contrast to countries across the globe. Nevertheless, I really appreciate what you’ve done here.
